About Lance
As founder of the Blue Line Lawyer Institute, Lance LoRusso is a national thought leader on use of force issues.
A litigator with a law enforcement background, Lance focuses his practice on issues affecting first responders, including critical incident response, use of force liability, wage & hour issues, as well as catastrophic personal injury and wrongful death cases on behalf of injured parties and affected families. Lance has been a certified peace officer in the State of Georgia since 1989, including his tenure in law school.
As a Cobb County officer, Lance worked patrol and in the training division. He is honored to serve as General Counsel to the Georgia State Lodge of the Fraternal Order of Police and was named the Attorney of the Year in 2021 by the National Fraternal Order of Police. He founded the Blue Line Lawyer Institute – a think tank for law enforcement and their lawyers – to foster proactive thinking about use of force in law enforcement.
Lance has represented over 180 officers in use of force incidents, including high-profile clients with international media coverage. Lance is a POST Instructor in General Issues, Firearms, Defensive Tactics, Driving, Legal Issues, and Patrol Rifle. He holds certifications as a Hostage Negotiator, Intermediate and Advanced Officer and is an instructor in TASER® & Active Shooter and has trained civilians, street officers, supervisors, and command staff at the local, regional and national levels in the United States and Canada. He was a member of the Georgia Governor’s Twenty, the top 20 police marksmen in Georgia, for six years and also holds a Force Science Institute® Specialist Certification.
Lance is a born teacher, having been an instructor since the age of 16. He is an engaging speaker who gives great technical information, while also sharing his passion and advocacy for law enforcement. He gets top marks for his training, routinely hearing high praise from audience members. Lance has lectured on deadly force and other topics to over 10,000 law enforcement officers from more than twenty-five states, several federal agencies, and international police associations. He has served as a use of force expert and regularly consults with attorneys defending law enforcement officers in use of force and criminal cases brought against them in the performance of their duties.
Lance has appeared on local and National TV and radio news outlets including Fox News, CNN, Court TV, Radio Russia, NPR, the New York Times, and The Wall Street Journal. He has conducted over 800 media interviews.
In December 2012, Lance released a book, When Cops Kill: The Aftermath of a Critical Incident, on officer involved shootings and critical incident response for law enforcement. Blue News was released December 2016 and covers media response and strategies prior to, during, and following critical incidents. The profits from these books are benefitting law enforcement charities. To date, over $35,000 has been donated. In March 2019, Lance began releasing fiction books based on his law enforcement experiences including his first full length police detective novel, Hunting of Men.
Lance is active in volunteer service, giving his time and resources to a variety of organizations focused on law enforcement. He and his wife founded the Cobb County Public Safety Foundation which serves public safety officers and their families in unincorporated Cobb County (www.ccpsf.org).
